style(components): 优化组件样式并修复代码格式问题

- 在authUser.vue中添加el-card容器提升界面布局
- 在ossConfig.vue中添加el-card容器并修复表单元素间距
- 在dict/data.vue中添加el-card容器统一页面样式
- 修复多个文件中的引号不一致问题
- 统一代码缩进和空格格式
- 优化模板结构提高可读性
